She is wearing "Scarlett's Red Velvet Gown" (inspired by "Gone with the Wind"). This pattern is by Paulette Stinson, and can be found in Dolls in Miniature magazine in Volume VII, Issue 2.
I painted Frances' strappy sandals and her gloves with red paint. Red maribou feathers and tiny red rhinestones complete the dress.
I wish the pictures turned out better. Velvet seems to absorb light.
